Would be glad to receive instructions as to whether imports from firms in Class B of the General Black List should be refused admission. Question has arisen specifically

in case of cigars from Ingenohls El Oriente Factory at Manila. Consul-General Manila wishes import prohibited. El Oriente is not on general Black List but Ingenohl is in Class B
